Borno State Governor, Babagana Zulum, has expressed concern that some Boko Haram leaders may have escaped from prison following the severe flood that hit Maiduguri on September 10, 2024. The flood, caused by the breach of the Alau Dam in Konduga Local Government Area, displaced over 400,000 residents and caused widespread damage.
The flooding affected more than 40% of Maiduguri, destroying properties worth millions of naira, including banks, schools, and part of an old prison facility. Security sources have raised fears that some inmates might have taken advantage of the chaos to escape, including key figures from the Boko Haram insurgency.
Speaking to BBC Hausa on September 14, 2024, Governor Zulum said, “I’m seriously worried about this situation.” He also highlighted the state’s efforts to reintegrate former insurgents through the Borno Model of Rehabilitation, which has led to the repentance of over 200,000 Boko Haram members and their families in the past two years.

The Governor further lamented the impact of the flood on a state already struggling with the aftermath of the insurgency, which has destroyed thousands of classrooms and facilities and claimed over 300,000 lives. “We are just trying to recover, and now we face another disaster and humanitarian crisis,” he said.
Governor Zulum stressed that relief efforts for flood victims would be organized more effectively if those affected were resettled in camps. “We must resettle the victims in camps to provide support efficiently. Otherwise, many may die while waiting for food and non-food items in long queues,” he added.
As the state deals with the aftermath of the flood, officials are assessing the full scope of the damage, including any potential security risks from the escaped inmates.
