In a bid to enhance vehicle documentation and ensure transparency in vehicle ownership, the Federal Government of Nigeria has initiated a groundbreaking policy that requires all vehicle owners to obtain a Proof of Ownership Certificate (POC) annually. The policy, which will be implemented nationwide, aims to streamline vehicle registration processes and bolster security measures.
The announcement was made by Engr AbdulHafiz Toriola, the Permanent Secretary of the Ministry of Transportation, at a press conference held at the Bagauda Kaltho Press Centre in Alausa, Lagos. Toriola explained that the new certificate, which will become effective in July, will serve as an official documentation of a vehicle’s legal ownership and will be a prerequisite for annual vehicle renewal.
Under the previous system, proof of ownership was typically only obtained when purchasing a used vehicle or replacing an engine. However, the introduction of the POC now mandates that all vehicle owners obtain the certificate as a matter of policy. This development marks a significant shift in vehicle registration practices and underscores the government’s commitment to improving accountability in the transportation sector.
The POC will apply to all categories of registered vehicles, including motorcycles, tricycles, mini vehicles, saloon cars, trucks, articulated vehicles, and others involved in transporting people or goods. The certificate will contain crucial information such as the vehicle’s license number plate, model, year of manufacture, as well as the owner’s name and address.
The nationwide implementation of this policy emphasizes the government’s determination to enhance security, curb vehicle theft, and combat fraudulent practices related to vehicle ownership. By standardizing the process of obtaining the Proof of Ownership Certificate, the government aims to create a reliable database of vehicles and their legitimate owners, making it easier to track and monitor ownership transfers.

To acquire the Proof of Ownership Certificate, each vehicle owner will be required to pay a minimum fee of N1,000. This nominal fee will cover the costs associated with the documentation process and contribute to the sustainability of the initiative.
The Ministry of Transportation has mandated all states in the country to comply with the new policy and begin implementing the issuance of the Proof of Ownership Certificates. By doing so, the government aims to foster transparency, improve accountability, and enhance the overall efficiency of vehicle registration and documentation processes.
