In a significant policy shift, the German government has opted to backtrack on planned subsidy cuts in response to widespread protests from farmers. Chancellor Olaf Scholz’s spokesperson, Steffen Hebestreit, confirmed that the originally proposed reduction in vehicle tax discounts for agricultural machinery would be retained.
Contrary to the initial plans, the government will not completely eliminate tax breaks on fuel for these vehicles but instead implement a gradual reduction. Hebestreit cited updated information on the state of the government’s finances and a desire to spare affected companies from excessive bureaucratic challenges as influencing factors in this decision.

The initial announcement of subsidy cuts in December triggered massive protests by farmers, who rallied in central Berlin, blocking roads with tractors and resorting to unconventional measures such as dumping manure on the streets.
However, the revised stance has not fully satisfied the farming community. Joachim Rukwied, the head of the German Farmers’ Association (DBV), expressed dissatisfaction, asserting that the partial reinstatement of tax breaks is insufficient. He maintains that both proposed cuts must be entirely abandoned.

This development comes against the backdrop of a November decision by Germany’s highest court, which ruled that the government violated a constitutional debt rule by transferring 60 billion euros ($66 billion) earmarked for pandemic support to a climate fund.

Chancellor Scholz, alongside coalition partners the Greens and the pro-business FDP, crafted a new financial plan for 2024 after adopting an emergency budget for 2023.
