To access the student loan program under this act, interested students must follow a set of specific conditions and procedures:
- Secure Admission: Students must first secure admission into a public Nigerian University, Polytechnic, College of Education (COE), or Technical and Vocational Education and Training (TVET) school. This ensures that only those enrolled in recognized educational institutions can avail themselves of the loan.
- Income Eligibility: The applicant’s individual or family income must not exceed N500,000 per annum. This criterion ensures that the loan benefits individuals from various economic backgrounds, widening access to higher education.
- Guarantor Requirements: Applicants are required to provide at least two guarantors who meet specific criteria. These guarantors can be civil servants with a minimum of Level 12 years in service. Alternatively, a Lawyer with at least 10 years of post-call experience, a Judicial officer, or a Justice of Peace may act as guarantors.
- Loan Disqualification: Students who have defaulted on previous loans or have been found guilty of exam malpractices, felony, or drug offenses will not be considered for the student loan. Similarly, students whose parents have defaulted on previous loans will also be ineligible for the loan program.
- Application Process: All loan applications must be submitted through the Students Affairs Office of the respective institution. The application should include a comprehensive list of all qualified applicants from the institution, accompanied by a cover letter signed by the Vice Chancellor, Rector, or the head of the institution, as well as the student affairs office. This centralized application process ensures efficiency and effective management of applications.
Once approved for the student loan, beneficiaries must adhere to the repayment terms outlined in the act:
- Repayment Commencement: Repayment of the loan begins two years after the completion of the National Youth Service Corps (NYSC) program. This allows graduates to establish themselves in their chosen careers before commencing loan repayment.
- Salary Deduction: For employed beneficiaries, repayment is facilitated through a direct deduction of 10% of their salary at the source by their employer. This ensures a seamless repayment process without burdening the beneficiaries.
- Self-Employed Repayment: Self-employed beneficiaries are required to remit 10% of their total monthly profit to the designated Students loan account, as prescribed by the Nigerian Education Bank. This self-regulated repayment system ensures accountability and timely repayment.
The implementation of the AN ACT TO PROVIDE EASY ACCESS TO HIGHER EDUCATION FOR NIGERIANS THROUGH INTEREST FREE LOANS FROM NIGERIAN EDUCATION BANK ESTABLISHED signifies a pivotal moment in Nigeria’s pursuit of educational advancement. By providing interest-free loans, the Nigerian Education Bank aims to alleviate financial barriers and empower students to pursue higher education opportunities.
The student loan program opens doors to countless individuals who aspire to acquire the knowledge and skills necessary for personal growth and national development. It showcases the government’s commitment to education and its recognition of education’s vital role in shaping a prosperous future for Nigeria.
