Job Description:
As the State Project Accountant, you will be responsible for overseeing the financial and administrative aspects of the project at the state level. This includes budgeting, accounting, financial reporting, internal controls, auditing arrangements, and managing the flow of funds. Your role will directly contribute to the success of the LIFE-ND Project by ensuring compliance with IFAD guidelines, maintaining accurate financial records, and collaborating with internal and external auditors.

Key Responsibilities:

• Develop annual budgets and work plans for the State Project Coordinating Office (SPCO).
• Maintain accurate accounting records in alignment with approved standards and IFAD requirements.
• Prepare monthly bank reconciliation statements for all state-level bank accounts.
• Implement internal control systems for project operations as per the project financial procedures manual.
• Collaborate with internal and external auditors, addressing audit queries and management letters.
• Ensure timely and accurate payments, maintaining records of prepayments and advances.
• Prepare quarterly and annual financial reports, including funds utilization, expenditure variances, and reconciliation statements.
• Oversee physical inventory of project assets annually at the state level.
• Provide assistance to external auditors as needed.
• Perform additional duties and special assignments as directed by the SPC or Project Financial Controller.

Qualifications and Requirements:

• A minimum of 8 years of post-professional experience, with at least 6 years in a management role.
• Professional qualification (FCA, ACA, FCNA, CNA) with a minimum of 10 years post-qualification experience, including 6 years in management.
• Strong experience in the management team of IFAD-assisted or donor-funded projects (minimum 6 years).
• Exceptional interpersonal skills, honesty, teamwork, and the ability to train counterparts.
• Membership in the Financial Reporting Council of Nigeria, with knowledge of national and international accounting procedures.
• Proficiency in computer skills, spreadsheets, accounting packages, and financial control procedures.
• Solid understanding of banking processes.
• Excellent written and spoken English.
