In a bid to bolster administrative efficiency and provide an upgraded working environment for its civil servants, the Kebbi State Government has taken a decisive step by committing N10 billion towards the completion of its state-of-the-art Secretariat Complex in Birnin Kebbi.
The monumental decision was formalized as Governor Comrade Dr. Nasir Idris (Kauran Gwandu) signed a pivotal Memorandum of Understanding (MOU) with two prominent companies. This landmark event took place within the Council Chamber of the Government House, following the inaugural State Executive Council (SEC) meeting on Friday. The Governor underscored the importance of this project in streamlining the state’s civil service operations and optimizing the working conditions of its employees. He urged the selected contractors to adhere to the stringent 18-month completion timeline.

Taking a historical perspective, Alhaji Safiyanu Garba-Bena, Kebbi State’s Head of Service, recounted that the project’s journey began when it was awarded to Rockwell Nigeria Limited in 2021, during the tenure of former Governor Saidu Usman Dakingari. Originally budgeted at N3.8 billion, market fluctuations necessitated a revision to N7.7 billion in November 2014. Despite achieving 50% completion by December 2015, the project was abandoned.
The current administration, driven by a commitment to prioritize the welfare of its workers, resurrected the project and awarded the contract to two reputable firms, MTECH Universal Concept Limited and ZBCC Limited. The initiative is subdivided into two lots, Lot A and Lot B, with a combined budget exceeding N10 billion. The stipulated timeline for completion is 18 months.
In an exclusive interview with members of the press, Engr. Manir Jega, the Project Manager at MTECH Universal Concept Limited, expressed gratitude to Governor Idris for his unwavering support of indigenous contractors. Jega pledged their dedication to ensuring timely project completion, highlighting their extensive experience in successfully delivering similar endeavors such as the WACOTT project and various rice mill constructions across the country.
This momentous decision signals Governor Nasir Idris’ commitment to modernizing administrative operations and creating an enabling environment for Kebbi State’s civil servants. With the MOU now in place, Kebbi State is poised to witness the realization of a state-of-the-art Secretariat Complex that promises to enhance operational efficiency and provide optimal working conditions for its workforce.
