French President Emmanuel Macron has publicly defended the fast-track citizenship granted to Telegram CEO Pavel Durov, a decision that has sparked significant controversy. Speaking at a press conference during his visit to Serbia, Macron emphasized that granting nationality to high-profile individuals who learn the French language and contribute to the nation’s innovation is beneficial for France.
“It’s part of a strategy to allow women and men, whether artists, athletes, or entrepreneurs, who make the effort to learn the French language and develop wealth and innovation, to be granted French nationality,” Macron stated.

The decision has drawn scrutiny due to Durov’s recent legal troubles. French prosecutors have accused the Russian-born tech entrepreneur of complicity in criminal activities facilitated through Telegram, including drug trafficking and the distribution of child abuse material. Additionally, Durov has been criticized for his refusal to cooperate with law enforcement by withholding documents requested during investigations.
Durov’s lawyer, David-Olivier Kaminski, has dismissed these accusations as “totally absurd,” arguing that the charges are unrelated to Durov’s direct or indirect actions. The arrest of Durov has reignited debates on issues of freedom of speech, privacy, and the regulation of online platforms.
Prominent figures in the tech industry and internet freedom advocates, including Elon Musk, Edward Snowden, and ProtonMail founder Andy Yen, have condemned the French authorities’ actions, viewing the case as a potential threat to freedom of expression.
Adding to the controversy, Russia has expressed its concerns, with Kremlin spokesperson Dmitry Peskov cautioning France against turning the case into a “political persecution.”
Macron, however, distanced himself from any personal involvement in the case, asserting that Durov’s arrest was an independent action by the French justice system and that he had no prior knowledge of Durov’s situation.
This case continues to stir debates on the balance between protecting national security and upholding fundamental rights in the digital age.
