National Population Commission Requests N693.3 Million in 2024 Budget for Postponed Census

The National Population Commission (NPC) has submitted a budget proposal of N693.3 million for the year 2024 to facilitate the much-anticipated national population and housing census. This budget request reflects a significant increase compared to the N10.52 million allocated for the same purpose in the approved 2023 budget.

It is noteworthy that the 2023 budget already includes an allocation of N30 billion for outstanding activities related to the postponed 2023 census. In addition to the primary request for the census, the proposed 2024 budget includes various census-related allocations totaling approximately N122.2 million.

Some of the key allocations in the proposed budget are as follows:

  1. National Population Data Bank and Database Management: N20,000,000
  2. Preparation of EAD Concept Manual: N200,000
  3. Second Pretest Conduct: N500,000
  4. Stakeholders Conference for Census Instrument Presentation: N5,000,000
  5. Census in Schools Program: N5,000,000
  6. Development of Small Area/EA Level Database for Spatial Analysis: N500,000
  7. Field Demarcation in 774 Local Government Areas: N500,000
  8. Intercensal Population Activities and Database Development: N5,000,000
  9. Census Publicity and Advocacy: N60,000,000
  10. Census Research, Documentation, and Archiving: N20,000,000
  11. Cartographic Consumables for Enumeration Area Demarcation Exercise (EAD): N500,000
  12. Commemoration of World Population Day/Annual Population Census Day: N5,000,000

The NPC had initially estimated a budget of N532.7 billion for the national census in Nigeria, while the former Minister of State for Budget and National Planning, Clem Agba, indicated a total requirement of N869 billion. The government committed N291.5 billion, with an additional N327.2 billion deemed necessary by the former minister.

Originally scheduled for May 3-7, 2023, the census was indefinitely postponed by the administration of former President Muhammadu Buhari. Despite the delay, the NPC has acknowledged spending N200 billion for planning and executing various aspects of the census.

During the NPC’s 2024 budget defense at the National Assembly in Abuja, the House of Representatives Committee on Population urged the Federal Government to complete the census preparation process. The committee emphasized that, with the preparation process at 80%, there should be no hindrance to the national census taking place.
