In a move that will impact how Nigerians communicate with their family and friends, major telecommunications companies in the country, including MTN, Glo, Airtel, and 9mobile, are set to introduce new pricing for Closed User Group (CUG) calls and text messages, starting on November 1, 2023.

Closed User Group (CUG) services have been a popular choice for subscribers looking to enjoy reduced call rates and free on-net calls. Customers typically pay monthly access fees to be a part of these groups, which are designed for friends, family, or specific communities.

The Changes in CUG Pricing

The Nigerian Communications Commission (NCC), the country’s telecom regulatory body, has set a fixed rate of N50 per minute for CUG voice calls. Additionally, the NCC has decided to limit CUG services to voice calls and text messages, excluding data bundles. This decision aims to simplify CUG offerings and ensure fair pricing.

Specific Pricing Details

In addition to the N50 per minute voice call rate, the NCC has fixed the cost of text messages within CUGs at N4 per SMS. Subscribers can choose between prepaid and postpaid CUG services, with a minimum monthly access fee of N400 and a maximum fee of N500.

Pricing Thresholds for Calls and Text Messages

The NCC has established specific pricing thresholds to maintain fairness in CUG services. Calls and text messages within a CUG (on-net) must not fall below N0.50 per minute for voice services and N1.02 for text messages. For calls outside the CUG (off-net), the minimum price is N6.40 per minute for voice calls and N1.02 for text messages.

Streamlining CUG Services

To make CUG services more organized and structured, the NCC has categorized them into six subscriber categories:

  1. Large Corporate Organizations: These can have a maximum of 30,000 phone lines.
  2. Government Agencies: Limited to 20,000 lines.
  3. Not-for-Profit Organizations: A cap of 10,000 lines.
  4. Duly Registered Residential Estate Associations: With a maximum of 2,000 lines.
  5. Micro, Small, and Medium Enterprises (MSMEs): Limited to 200 lines.
