As the National Youth Service Corps (NYSC) orientation camps opened across Nigeria, a significant number of Higher National Diploma (HND) graduates faced an unexpected hurdle. Those without the mandatory Industrial Training (IT) certification were denied registration and sent home, following a new policy recently introduced by the NYSC.
The new policy mandates that all HND graduates must provide evidence of completing their one-year Industrial Training (IT) before they can be registered for the national service. This policy specifically affects graduates of polytechnics and monotechnics who have been mobilized for Batch B Stream II.

New Policy Creates Uncertainty for HND Graduates
At the NYSC Orientation Camp in Kubwa, Abuja, registration proceeded smoothly for most corps members who had all the required documents. However, the situation was quite different for those who lacked the IT certification. Many of these graduates, who were ready and eager to serve their country, were left disappointed and frustrated as they were turned away at the registration point.
One affected corps member, who preferred to remain anonymous, expressed her dismay at the timing of the policy’s implementation. “We have already completed our degrees and were ready to serve, only to be told we can’t proceed because of a missing IT certificate,” she said. “It feels unfair, especially when our mates are already serving without facing such hurdles.”
The frustration among the affected graduates was palpable, with many lamenting the unforeseen gap in their documentation that led to their exclusion from the orientation camp. The policy’s implementation has left them in a state of uncertainty, with no clear resolution in sight.
Transparent Process for Those with Complete Documentation
For those with all the necessary documents, the registration process appeared to be straightforward. Mrs. Hauwa Collins, a nursing mother who arrived early in the morning, shared her experience. “The process was transparent as long as you had all the necessary documents. I presented my IT certificate, age declaration, and other documents, and the screening was quick. I have already collected my kits and am almost done with the registration,” she explained.
However, Mrs. Collins also acknowledged the frustration of her fellow corps members who were not as fortunate. “I met a woman who came all the way from Kaduna, and she was very upset because she was screened out due to not having the IT certificate,” she added.
Uncertain Fate for Affected Corps Members
As of this report, corps members were still arriving at the camp, but the fate of those sent home remained uncertain. The tight security checks at the camp prevented non-corps members, including reporters, from obtaining further details or interviewing more affected graduates.
The introduction of this policy has undoubtedly caused distress among HND graduates who find themselves excluded from the orientation camp. While the policy aims to ensure that all graduates meet the necessary requirements, the timing and implementation have raised concerns among those who feel penalized for documentation gaps they were unaware of.
The NYSC has yet to provide a clear path forward for these affected graduates, leaving them in limbo as they await further instructions on how to fulfil their national service obligations.
