Pavel Durov, the billionaire founder and CEO of Telegram, is set to appear in court following his arrest at a Paris airport. Durov’s decision to base Telegram in Dubai has been a strategic move to shield the platform from stringent moderation laws prevalent in Western countries. Telegram’s large user base and its allowance for massive group chats, which can include up to 200,000 members, have fueled concerns about the platform being used to spread misinformation and illegal content.
