The Dangote Refinery, once hailed as a monumental step towards Nigeria’s self-sufficiency in petroleum refining, is now grappling with severe challenges that threaten its viability. Corruption, long entrenched in the nation’s oil sector, coupled with a critical shortage in crude oil allocation, has left the refinery’s future in jeopardy.

President Bola Tinubu recently underscored the deep-seated issue of corruption in a speech to ECOWAS leaders, emphasizing how it erodes public trust and hinders national progress. This reality is starkly reflected in the struggles of the Dangote Refinery, which was originally slated to receive 650,000 barrels per day (bpd) from Nigeria’s crude oil production. However, with the nation’s crude output dwindling—reportedly averaging just 1.41 million barrels per day (mbpd) in the second quarter of 2024—this target now seems unattainable.

The roots of this problem can be traced back to past administrations, particularly during the tenure of former President Olusegun Obasanjo, who established a system that prioritized crude allocation to Nigeria’s existing refineries. These refineries, though outdated and inefficient, still consume a mandatory 445,000 bpd. This leaves little room for new players like Dangote, whose refinery is critical for reducing Nigeria’s reliance on imported refined products.

Recent reports further complicate the issue. The Federal Government and the Nigerian National Petroleum Company Limited (NNPCL) are already struggling to meet existing commitments, with producers declining to sell 460,000 bpd to Dangote and other local refineries. This reality is a far cry from the expectations set during the refinery’s planning stages.

With less than 300,000 bpd realistically available for the Dangote Refinery, and even that supply being inconsistent, the outlook is bleak. This shortfall not only impacts the refinery’s operational capacity but also undermines its potential to contribute to Nigeria’s economy by reducing fuel imports and increasing foreign exchange earnings.

The refinery’s plight serves as a stark reminder of the pervasive corruption and systemic inefficiencies that continue to plague Nigeria’s oil sector. Without significant reforms and transparent governance, the much-anticipated benefits of the Dangote Refinery may never fully materialize, leaving the nation to grapple with the consequences of yet another missed opportunity.
